Block is 100% developed.... sort of.  The landscaped plaza on the southern half of the block is the "roof" to the underground RTD Civic Center bus terminal.  But the terminal was designed to allow for a high-rise to be built above it without compromising the terminal functions below.  So, the plaza serves as an attractive but "temporary" public space until some day, if ever, a tower is built on top of it.

This block is home to RTD's Civic Center station, which not only includes a major underground bus terminal, but the end-of-the-line stop for the free 16th Street Mall Shuttle as well.  Also on this block is the tiered One Civic Center office building.
