This
block holds a number of historic or otherwise useful and contributing
buildings, yet it suffers from an abundance of ugly parking lots that kill
the civic character and pedestrian-friendly environment so strongly present
on the other blocks around Civic Center Park. All but one of these
parking lots are privately owned, and most likely generate a windfall of
parking revenue for their owners that remove any motivation to develop these
asphalt wastelands into anything else. The City should buy up these
parking lots and partner with developers to infill these lots with projects
that reflect the scale and diverse architecture of the rest of the block and
promote the street-level activity that will allow this block to contribute
to the vitality of the area. |
