block is 100% surface parking. Its location along Speer Boulevard
makes it an excellent candidate for high density residential, which the
Golden Triangle Master Plan anticipates for this block. An
architecturally significant high-rise residential tower would continue the
tradition of high-rise residential towers along Speer Boulevard, and would
nicely complement the future park and civic uses envisioned for the blocks
